Mr. Mueen Afzal graduated with Honours from the Punjab University before getting his M.A. in Philosophy, Political Science and Economics from Oxford University in 1963.
He joined the Civil Service of Pakistan in 1964 and until his early retirement, held a number of important positions. He was Finance Secretary in the Government of Pakistan (96-98) and also in the Provinces of Punjab (84-86) and Baluchistan (81-84). He served as Health Secretary in Islamabad (95-96) and in various positions with the provincial Government of Punjab, Baluchistan and East Pakistan. Mr. Afzal finally worked as Secretary General, Finance and Economic Affairs, with the Government from 1999 to 2002. He was awarded the Hilal-I-Imtiaz in the Independence Day Honours List in 2002.
Mr. Afzal is currently Chairman of Pakistan Tobacco Co, Chairman of Akzo Nobel, Pakistan, member of the advisory committee at Wolfson College, Oxford University, and member of the board of governors at BNU.
