Punjab Education Sector Programme II
IDEAS is in a consortium with Oxford Policy Management (OPM), and Consortium for Development Policy Research (CDPR) to conduct a performance evaluation of DFID’s PESP II programme of support to education in Punjab.
This evaluation has been taking place since August 2017 and will be completed in March 2020. The approach involves producing two Interim Evaluation Reports, and then a Final Evaluation Report. Each round of the evaluation includes an assessment of overall progress with education in Punjab, as well as evaluation of specific components of DFID’s support.
In the first phase of the evaluation, IDEAS has undertaken three activities. First, we have led an extremely thorough analysis of the quality of data on the education system in Punjab, as well as an assessment of key trends and issues based on analysis of this data. Second, we have mapped and reviewed reforms and issues in education policy initiatives in Punjab. Third, we have conducted a case study of DFID support focused on technical assistance in the teacher training area in Punjab.
The First Interim Report was presented in draft to education stakeholders in Lahore in a workshop in October 2018. It includes recommendations to both the Government of Punjab and DFID. In the second round of the evaluation (to be completed in 2019), the evaluation team is intending to undertake a study of the impact of education management and policy reforms at district and school level, as well as evaluations of DFID support for scholarship programmes, and potentially an evaluation of DFID support to the Punjab Education Foundation.
